The Power Scouter adds an impressive +1000 bonus damage per hit to bosses, but breaks if a single hit deals greater than 9000 damage. Therefore, it synergizes very well with weapons that hit many times for low damage.  
Use weapons with high attack speed and low base damage to keep the damage of individual hits below 9000.
 
Avoid using bombs on enemies as they can easily deal over 9000 damage and break your Power Scouter.
